charged Atmosphere yesterday in the hemicycle of the national Assembly, for the vote of the first part of the draft finance law for 2018 this October 24. Many of the measures in the first budget Macron have been adopted in the first reading, even if everything is not yet voted.
1. The ISF is dead, place the IFIS
The ISF is definitively replaced by the IFIS (tax on the real estate asset) next year. Result: only the real property of which the aggregate value exceeds 1.3 million euros will be taxed and taxed between 0.5 and 1.5%.
The abatement of 30% on the value of the primary residence is maintained, as the exemption of real estate professionals.

2. The Flat tax is imposed
The creation of the levy, one-time lump sum (PFU) of 30 % on capital income. On the other hand, those who are subject to the progressive scale of income tax or final withholding tax are: booklet B, term accounts, books and plans of savings,income from shares, life insurance (but not all contracts)…

Effective as of January 1, 2018, its objective is to harmonise and simplify the taxation of the whole of such income. The flat tax will be calculated on the net amounts collected, or on the gross amounts before management fees? Many unanswered questions remain on the practical arrangements which will only be known at the end of the year, once the finance bill is finally adopted.
3. The QUOTE finally sentenced
The tax credit for the energy transition (ISCED) which offered a 30% bonus to the expenditure of energy savings made in the principal residence has not managed to saved his skin. It will actually stop at the 31 December 2017. Remains to be seen what it will be replaced next year, pending the implementation of premium assistance promised for 2019, which is expected to be discussed next month.
4. Housing tax deletion is confirmed
This tax will indeed be removed for 80% of all taxpayers, over the three years to come. The exemption will be granted to taxpayers who do not have for a single person of more than 30,000 euros of annual revenue (27.000 euros in income-tax reference), which is approximately 2,500 euros income real taxable per month.
A good surprise never comes alone, the text will authorize the retirement homes, which often pay in direct tax, to reflect the exemption on the fees paid by residents, which will be reduced accordingly.
5. The fuels in the planned increase in
fossil fuels are no longer welcome on our roads and in our cars with a planned increase in the price of litre of gasoline of 15 cents per kwh by 2022 and that of the gas oil of 31 cents. The internal tax on the consumption of energy products (TICPE) will also increase the carbon contribution of the fuel and an increase of 2.6 cents per litre of diesel each year for four years, to align with the taxation of gasoline.
